403 Access forbidden, so it cannot be the default here; this one does answer.
For a devnet record use https://api.devnet.solana.com.

Save this file and it keeps working: it talks to
arweave.net and the Solana RPC you choose. Only if that RPC has
no copy of the transaction does it ask sapling.network's read-only proxy,
and the anchor step then says so. Point the RPC field at any archive node
to check without us.
